I'm not sure of the reason for this, but the mouse scroller does not work on 
Mozilla's bug report page.

Reproducible: Always
Steps to Reproduce:
1.  Go to: http://www.mozilla.org/quality/help/bugzilla-helper.html
2.  Try to you use your scroll wheel on your mouse

Actual Results:  Scrolls the product list in the form instead of the page.

Expected Results:  Should scroll the page.

Even if you click on the page, the form still has focus and the mouse scrolls 
the form instead which of course it should not.

I've listed it as major feature that is broken for right now considering I make 
major use of scroll on webpages now that I have that feature on my mouse, and I 
also realize that it's sure to be a problem on more that just Mozilla's website.

Of course that means we'll have to narrow down exactly when this happens.

I think this one should be marked invalid. The scroll wheel is supposed to work
either on the page itself or within a form list, depending on which is selected.
If the page has JavaScript, it might select something for you, but Mozilla can't
help that. The behavior described by the reporter is not a bug.

One good workaround, BTW, is to click in "whitespace" of the page proper--where
there are no form lists. That will allow the scroll wheel to scroll the entire
page.

If you will try out the sample URL I provided:
http://www.mozilla.org/quality/help/bugzilla-helper.html
you will notice that no amount of clicking in the whitespace of the page allows 
you to scroll.  Mozilla is simply not realeasing focus to the page which IS an 
error.

I understand that scroll should be allowed in the form if the form has focus, 
but in this instance the form does not have focus and Mozilla is not allowing 
proper use of scroll.  Again this only works on certain forms (perhaps ones 
with a multiline drop down list?) and thus I reported it as a bug.
I have determined that it is selections lists that are causing the problem. 
See this attachment as an example.
From this I've been able to derermine that it does not matter where the
selection list is in the form (at the beginning or end), you are still unable
to scroll.
I think this is a dup of bug 33732 which depends on 18895.
Your right, this is a duplicate of Bug 33732.
