1102110 - Create a script to generate autolander.json

Now that we've introduced autolander.json[1] to run a subset of tasks, it would be useful to create a build script to generate this file. Perhaps it could be another yaml[2] file, or a flag to the existing graph generator [3]. We should also decide if we want TC to build the taskgraph, or if just checking in the file into gaia is something we're comfortable with.

James - Quick R? when you get a chance? This will allow us to easily modify autolander.json to include more tasks as needed. (There's no script to generate this file yet).
