Description:
While in an app that doesn't have a status bar on top, if you receive a phone call, the call screen's status bar will be blank with no icons.
   
Prereq:
Have another device that can make calls

Repro Steps:
1) Update a Flame device to BuildID: 20141121001202
2) Open the 'Video' app
3) Get a phone call from the other device

Actual:
The call screen appears and the status bar is blank
  
Expected: 
The status bar should still have it's normal icons showing

This issue also occur on Flame 2.0 and Flame 2.2

If you are in an app that doesn't have a status bar on top, if you receive a call, the call screen will not have a status bar.

Status bar becomes completely blank until the user accepts, or ignores the call. NI dialer owner for a blocking decision.

I've checked 1.4 on Buri, we don't have this issue there. We've missed this regression for 2 releases, I don't think we could block on it.
