Search on most all of the Mozillians site is in the top bar with a single exception: the signed-in root page. On the signed-in root page, search is found immediately after a "Hello!" — a block which is hidden completely on the medium size breakpoint and lower. I've always felt that this page was a bit awkward. Especially on mobile, it *looks just like your profile* except search isn't available and there's portal links at the bottom of the page. This is perhaps a larger problem: the root page should be a more useful portal to other places. And search shouldn't disappear on mobile.

For not logged in users it probably makes sense to have the search box emphasized. For logged in users it's indeed a UX inconsistency to move the search bar from the top bar. I did a small fix to display the search box for mobile viewport, but on the top bar. https://github.com/mozilla/mozillians/pull/1131
