Currently we use some build solution to include a file in shared. We should have some API to do this so we can have the possibility of third party developers using this information.
Zibi - is there any way for third party developers to get this information today? If not, should we propose an API to do so?

No, we don't because the whole concept of "languages in the system" is shaky. We have languages per app. As part of language pack effort we're reworking the Languages Panel and it will better represent the concept of selecting language fallback chain rather than a single language that is expected to work for all apps. (see bug 1105530).
