But basically the queue should retry a task, if:
  - reportException is called with reason: worker-shutdown
  - retriesLeft > 0

This way, we can avoid waiting for takenUntil when spot nodes disappear (at least in some hopefully most cases).
This will be implemented with bug 1121293, and deployed in the same rewrite.
