Steps to reproduce:

In the WiFi network and the SIM card data switching （multiple switching, reproduce probability increase）,2/5 probability download the file download in download_notification long time in the state, but in fact not to download, at the same time can't stop/delete the download file in the setting/downloads
1.open broswer,download one file
2.swith phone network environment. eg:wifi to SIM data or swith wifi to SIM data  or trun off wifi then turn on wifi
3.download file in downloading state ,but don't download in fact
4.can't stop/delete the downloading file in settings/downloads



Actual results:

download file in downloading state ,but don't download in fact
can't stop/delete the downloading file in settings/downloads


Expected results:

download will go on and can stop/delete the file in settings/downloads

This is also fixed by bug 1077595 which landed on 2.1 on the 20th.

I reproduce it with latest 2.1

The issure occurs 2/5 probability。Although it is ‘downloading’,download is stop.Even if in network enviroment. I can't delete it or other operations.

Just like the download file out of control.

I believe this is caused by this issue: https://bugzilla.mozilla.org/show_bug.cgi?id=1008091

It looks like it will land soon. We can request that it also lands on the gecko version used in 2.1 at that time.
