In the same vein as bug 1050819, we're backlogged yet again on inbound for Windows builds. I'm told "some small amount of pending is expected" for Windows jacuzzi builds, so I'll just leave inbound closed until they catch up.

What would be the visible difference between "some small amount of pending is expected" and "automatic jacuzzi expansion is completely broken"?

I created a PR on the jacuzzi allocator that should help with this in the short term. It considers the job submission time as the job start time rather than the time when the job was actually started.

Oh, this will increase the # of slaves in the windows jacuzzis from 7 to 16 right now. I think it will settle down to some lower number once we stop having these pileups.
