This wasn't a problem really before because PBackground was primarily used on the main thread but now that workers create PBackgroundChild actors we need to make sure that they clean up the HANDLEs to the parent process.

Backed out in https://hg.mozilla.org/integration/mozilla-inbound/rev/b460db55cd53 - impressive just how badly Windows debug hates that patch, from the make check destruction of some xpcshell harness test to every mochitest going crazy crashing and ABORTing as many times as it can manage.
