Recently we learned that a major decision will be made about net neutrality in late February. (SEE: http://www.washingtonpost.com/blogs/the-switch/wp/2015/01/02/get-ready-the-fcc-says-itll-vote-on-net-neutrality-in-february/)

A broad coalition of organizations, including Mozilla, is working on a campaign to drive constituent phone calls to U.S. Congress ahead of this decision. 

At this stage in the campaign, driving phone calls between constituents and their members of Congress has been deemed the best strategy for victory. This means we need to implement a "Call Congress" tool as described below that protects PII and will pass security and legal review in time to route calls before the decision date.

The call tool we want to use is an open-source tool managed by Fight For the Future, a non-profit ally to Mozilla. The Repo in Github for their tool can be found here: https://github.com/fightforthefuture/call-congress#

Twilio is a vendor that provides the back-end technology, via API, to connect individual callers with their elected official in Congress. To do so, users are guided through a step by step process and their zip code and phone number are the minimum data we need to collect in order to connect them to the right elected official.
