1123652 - Disable test_dialer_set_up_conference_call.py due to Bug 1117813

Test test_dialer_set_up_conference_call.py is constantly failing because of the issue described in https://bugzilla.mozilla.org/show_bug.cgi?id=1117813#c0. 
We should disable it until that bug is fixed.

But, if we can have a adhoc test, it will be better since it may cause compatibility problem. :)

In the general case, I would say yes. But here's this is just a one-line change to deactivate a test. What kind of adhoc run do you want to have?
