Description:
When the user attempts to use bluetooth, they will observe a broken interface. Their personal device name will not display and they cannot find devices in the area. Blocked from establishing a connection.
Note that this issue only occurs with full flashed devices; a phone that is OTA'd to this build will have bluetooth functioning.
Could be related to the fix performed in bug 1125719

Repro Steps:
1) Update a Flame to 20150127010228 via a full flash.
2) Open 'Settings'.
3) Navigate to 'Bluetooth'.
4) Enable bluetooth.
5) Attempt to search for devices.

Actual:
User Device does not display name; search hangs and doesn't locate nearby devices.

Expected:
User Device Name is shown; search displays nearby visible bluetooth devices.

Severe issue that is breaking 3 of our smoketests as bluetooth connections can not be performed.

This issue does NOT occur on Flame 2.1. Bluetooth can be enabled, shows my own device name, and it shows nearby devices.

This issue appears to be a boot.img issue. The builds tested at comment 0 were not using the correct boot.img's. Once I tested with correct boot iamges on central and 2.2 the issue doesn't occur. The bug is invalid. Removing window-wanted keyword.
