Details

steps to reproduce:
1. Sign in as an admin
2. Load https://marketplace-dev.allizom.org/app/mercadolibre/ratings
3. Click on the 'Edit' link for one of the listed reviews
4. Notice the copy in the edit form

expected behavior:
copy in the edit form matches the review

actual behavior:
copy in the edit form doesn't match the review. It matches the last review left by the admin.

Admins should be allowed to edit reviews. Since the refresh is supposed to maintain functional parity, I'm reopening this bug.
