Details 
Negatus has extra build requirements (NSPR) outside from what is contained in the cloned tree. Outside contributors often struggle with this and we usually tell them to delete Negatus from the tree.

Negatus was supposed to be used for automated testing on the Pandaboards, but that never happened. Given the problems it creates, we should remove it from the manifest.

The Ateam is OK with this change.
