This involves figuring out exactly what we mean by "word", writing up a consistent algorithm, and adjusting the CP and supporting JS files to do the right thing.

I don't think this needs to track 38 anymore, since bug 1130461 took care of the actual database migration, and we don't have plans to expose this in the UI for 38.

Let's morph this bug to be about updating the value we actually store. Given the discussion in bug 1106380, this may be pretty tricky, but this problem has been solved before, so hopefully we can just use some existing solution.
