This code contains all the conventions, interactions, and design decisions that need to be made. It needs to be converted to stylus, there's a few non blocking bugs, a few places where the code can be optimized, and a small amount of l10n testing but it is as "done" as any code ever gets before it has been code reviewed.

I added a bunch of notes to the top because it's looking increasingly likely that I will not be the one attaching this code to the API.
