Connectivity: wifi with Data Roaming enabled
SIM used: Telcel
Gaia/device: 2.1/Flame


steps to reproduce:
1. Start the purchase of a paid app using your Telcel SIM
2. Enter PIN
3. In the Boku screen, select a carrier and enter your phone number.
4. Complete the purchase
5. Start the purchase of a new app
6. Enter PIN
7. Notice the Boku screen

expected behavior:
User's carrier selection is saved along with the phone number so that the user doesn't need to make the selection every time 


actual behavior:
phone number is saved but the user is forced to select the carrier every time.
