Prerequisites:
Build identifier: Mozilla/5.0 (Windows NT 6.1; WOW64; rv:38.0) Gecko/20100101 Firefox/38.0

Steps to reproduce:
1.Open MP-dev and select Spain region via :debug

Expected results:
There are no UI or layout issues

Actual results:
Promo banner is displayed twice and content is never loaded

NOTES:
We can see this only for Spain region
Content is not loaded for more regions(ie. Panama)
There is a bug on -dev right now, this is not specific to Spain region.
Nevermind, this also happens on United States (but not on ---).
