On b2g desktop, the Ringtones section is not visible in Settings

Details

Steps to reproduce:
- Tap on the Sound category in the Settings app.

Expected result:
- You should see a Ringtones section in the Sound category under Tones

I noticed this while writing a gaia-ui test in bug 1116175.
That's intentional. If mozTelephony isn't supported on your platform, you won't see a Ringtone section, but you'll still see a Notifications/Alerts section.
Resolving this. If you feel this is incorrect, feel free to comment or reopen.
