Installer from http://download-installer.cdn.mozilla.net/pub/thunderbird/releases/31.4.0/win32/zh-TW/Thunderbird%20Setup%2031.4.0.exe is not localized. It shows English version instead of Chinese version. While 31.3.0 is correct http://download-installer.cdn.mozilla.net/pub/thunderbird/releases/31.3.0/win32/zh-TW/Thunderbird%20Setup%2031.3.0.exe
