Description:
If you download enough files you will fill up the Settings > Downloads page and a scroll bar will be added so you can scroll through the multitude of downloads. In RTL - the scrollbar is not properly mirrored to the left side of the screen. 

Repro Steps:
1) Update a Flame to 20150213010213
2) Download 10 files
3) Access Settings
4) Change the Language to an RTL language (Arabic)
5) Access Downloads
6) Scroll the list of downloaded files

Actual:
Scrollbar not properly mirrored

Expected:
Scrollbar will be mirrored as per RTL design
