I put my cursor in the search box and the padding within the window of the
webpage enlarges and the layout changes.  This happens every time I type a
letter or a backspace.  When I do the search and hit "BACK" to return to the
page, though, it is in the original layout again.

Reproducible: Always
Steps to Reproduce:
1.Go to webpage above (I htink you can access it from off the UofR campus)
2.Click in the text box
3.Start typing
4.Hit "Search"
5.Go "BACK" to see the page returning to original layut

Actual Results:  What I described above

Expected Results:  The layout of the page should not have changed.

This is a new (last few weeks) problem with Mozilla Seamonkey builds.
confirmed 2001120321, things definitely stretch vertically. 
I think this is the same thing I described in bug 106455.
