New/Popular links have display issues in Categories section

Steps to reproduce:
1. Load MP-dev page https://marketplace-dev.allizom.org/
2. Go to Categories and click one category (i.e. https://marketplace-dev.allizom.org/category/lifestyle )
3. Observe “Popular/New” links

Expected results:
The active option is the Popular link. It's underlined and blue. The inactive (New) link is black.

Actual results:
The active link is Popular but is gray and not underlined. The inactive link (New)is blue.

Notes/issues:
In Marketplace all selected options/links are blue, with or without underline.(i.e. “Home”, “New” tab, etc.), in mocks also.
Verified on FF38(Win 7). Issue is only reproducing on MP-dev.

Also, the "Toggle App Preview" buttons in Dev are reversed compared to Stage; I guess this are related. (screencast: http://screencast.com/t/m50O6d7cm2f )
