consider converting mozilla-build to Chocolatey/OneGet repo

Chocolatey is a Windows package manager and repository -- https://chocolatey.org/. Windows 10 will include a native package manager called OneGet, which is compatible with Chocolatey-style repositories: http://www.howtogeek.com/200334/windows-10-includes-a-linux-style-package-manager-named-oneget/ Should we convert mozilla-build into a set of named, versioned packages that can be installed together via choco/oneget? Would certainly make pushing upgrades to users much easier, and would avoid the need to make decisions about things like which console to use in the package, etc.

Some neat stuff -- a script like below can install a full dev environment, including SDKs and Visual Studio Express: https://github.com/chocolatey/choco/wiki/DevelopmentEnvironmentSetup#setup-a-full-environment-including-visual-studio-express-iis-express-and-sql-server-express-with-management-studio

This has been discussed before. Although I'm not sure if in a bug. We're very keen on adopting Chocolatey.
