Tracking bug for /whatsnew and /firstrun tours for FF38.
Per a meeting today, we will not have a full /whatsnew tour. We will, however, have a 'post tour' page.

FYI, in the update server ja-JP turns into ja,ja-JP-mac. This also shows up in the whatsnew requests, ie

Probably this just works, but FYI.
We confirmed that the "What's New" page is displayed and it contains the expected information once the user is updating to 38.0.5 RC. Testing was done on Windows 7 (x64), Mac OS X 10.9.5 and Ubuntu 14.04 (x64), according to the following specifications:
* en-US, es-ES and de locales are showing the video and the Pocket information
* en-GB, es-MX, pt-BR and fr locales are only showing the video
* ru, ja and ja-JP/ja-JP-mac locales are only showing the Pocket information

Updates were performed from various older Firefox versions using the "release-cdn" update channel. We also made sure that the "What's New" page is NOT displayed on other locales - e.g. ar, fa, gl, he, ko, ro.
