There is a similar issue on Firefox 69.0b10. There is a strange behavior if hand tool is selected, the user will be unable to unselect anything if select all is used and the tools options are selected as well + the strange behavior of select all. I'll attach a picture with the issue.
Should I file a new bug for it?

I think just this bug is okay, we'll have a number of thing we should re-visit if a better "ctrl+a" behavior is implemented.
