Please change the "Manage Certificates" dialog -> "Your Certificates" tab ->
"Restore" button to "Import". Saying "Restore" is misleading, as users may want
to import their Netscape S/MIME certificates for the first time. This act isn't
one of restoring a certificate. Also, if a user deletes certificates, then
re-imports them, the user is really re-importing from a location only he/she
knows, not restoring from a browser-known location. (Does that make sense?)

Am filing this bug because I was confused about where I should import my S/MIME
cert until I accidentally clicked "Restore".

Recap: Please change from "Restore" to "Import". Thanks.
