bug 57805: UI for remapping keyboard shortcuts --not sure if this would/should
even go within the preferences. but, i thought i'd add it here for the time
being since it deals with settings.

Sarah, there aren't bugs for MailNews yet. The redesign is still a proposal 
spec. I will update this bug as this changes.

Seems clear we need to --
1. Put elevators on the pref panel    OR
2. Have it calculate needed room and at least expand to fit if feasible   OR
3. Make it resizeable .

Surely, all 3 of these are not infeasible !

This is a BIG credibility and usability killer, and should block wherever it
appears, I say. Needs obsessed on.
