Details

When you are editing the URL, the favicon changes into the default icon, and
even after you hit escape to make the URL change back the favicon stays as the
default icon.

Expected result: Favicon doesn't change until you go to a new page.

Even when you are typing in the URL bar, your page hasn't changed. This is a
"site icon", not a "what url is in your url bar" icon.

I disagree with the first half of the issue. However, I do agree with the second
half, and part of attachment 144993 [details] [diff] [review] to bug 113202 was designed to address this,
although it bitrotted too much for me to include it in the fix for that bug.
