In order to move past some timeout issues in Raptor automation, we need to bump up the timeout value, but only in Jenkins. Going to temporarily introduce TIMEOUT to environment so we can move past this issue.

R+. Tested by running the launch test on flame-kk and emulator, used TIMEOUT to override the timeout, and ensured raptor timed out accordingly.
