[1.Description]:
[Flame][v2.2&v3.0][First Time Experience]Try to join hidden network in FTU, and set the security type as none, then input an SSID, but you will see that the Join button is not available.

[2.Testing Steps]: 
1. Launch the FTU from Settings->Developer->Launch First Time Use
2. Tap Next in Language page
3. Tap Join hidden network
4. Set security type as None
5. Input an SSID

[3.Expected Result]: 
The Join button should be available after the SSID typed if the security type is None.

[4.Actual Result]: 
5. The Join button is not available.

Hi William,
This issue can be repro on latest build of Flame 2.1 with the same steps in comment 0. When you set the security type as "None", the password option still appears and the Join button is unavailable. 
This issue can not be repro on latest build of Flame 2.1/2.2 via settings app. When user set the security type as "None" in settings app, there is no Join button. 
I think this issue should be: When user set the security type as "None" at FTU, they also need to input password.
I have uploaded the video about FTU and Settings app.

Not all of user paths triggered this bug.
But, basic functionality has been broken.
Suggest to fix this bug on the latest branch.

The bug doesn't reproduce on current master. As this is a legacy issue, I dont expect we'll block v2.2 on it at this stage. This was likely fixed on master by bug 1155888 - if at some point we need this fix on v2.2, that's the place to start.

Josh, putting this on your radar. As it stands this is fixed on master, but *not* on v2.2 or v2.1. Let me know if there is interest in getting a branch-specific patch together for this.

Actually I was mistaken. Looks like this was fixed in bug 949152 - back in January.
