Between two sentences seperated by an empty line. If a horizontal line is added
and the cursor is moved to the sentence below it. When the backspace is hit it
will erase the horizontal line even when there is a break after it.

Reproducible: Always
Steps to Reproduce:
1.Launch Composer and create a new blank page.
2.Type two rows of letters placing an empty line between them.
3.Add a horizontal line in the empty space between the two rows of letters.
4.Move the cursor to the bottom row of letters.
5.Hit the backspace button.

Actual Results: The empty line(wich is described as a <br> in html source)and
the horizontal line are erased.

Expected Results: Only the empty line should be erased first then if the back
space is hit again should the horizontal line be erased.

You should have four lines total. First a line of letters, second a horizontal
line, third an empty line, and fourth a line of letters where the cursor is
placed.
