SECKEY_EncryptedPrivateKeyInfoTemplate is a public symbol used by JSS. It used to be declared in keydbt.h, but that file has been removed. Now I get compiler errors when I refer to it.

secmodt.h is where the PrivateKeyInfo template is declared, so it makes sense to put the EPKI there as well.
