When working with rules for 'release' channel, any filter also shows 'release-localtest' and 'release-cdntest' rules. This leads to staring at a page where you only care about every 3rd rule, out of a set of 8 were only 2 are of interest. Can lead to confusion in interpretation of data, and thus mistakes. At least it does for _me_.

Note that bug 1151051 functionality would be sufficient to handle the situations I ran into on 37.0.1

Now that we separate sections for each rule+channel combination I don't think is super important. We also removed the free text filter from rules.
