We are going to run a push docker image in releng so that we can do testing of push notifications in Firefox.

Extra setup done: - (catlee) temporarily add an elastic IP - (nthomas) add tests-pushserver group which opens ports 8081 and 8082 to 10.134.0.0./16. This could be trimmed down to the subnets that testers run on, and may need to be added to the cloudformation config (https://github.com/mozilla/build-cloud-tools/tree/master/configs/cloudformation)
