The build infra only supports one mapper service at a time, and legacy vcs-sync produces all the production mapfiles at this time.

1. Set up legacy to also publish to modern mapper.

2. Verify all data is consistent between two systems.

modern mapper is not used by automation anymore (no b2g builds), so this step no longer needed.
