When replying to a comment in a bug, the text:
(In reply to <user> from comment #x)
in the new comment is not localizable in a template.

This is defined in template/en/default/bug/comments.html.tmpl

This seems to be fixed at least in Bugzilla 5.0.6. I could not find which bug number fixed that. Maybe this bug should be RESOLVED FIXED, but I do not know if I have legitimacy to do that.
