i'm unable to connect to myaccount3.westnet.com.au without enabling security.tls.unrestricted_rc4_fallback.

ssllabs indicates they only offer rc4:
  TLS_RSA_WITH_RC4_128_SHA

(it also has SSL3 enabled)
https://twitter.com/angrygoat/status/595198750097682432 indicates this impacts iinet as well (iinet owns westnet and share a network).
Summary: myaccount3.westnet.com.au is RC4 only → westnet.com.au and iinet.net.au are RC4 only
Affected for iiNet:

  https://toolbox3.iinet.net.au

For westnet, only https://myaccount3.westnet.com.au is known to be affected so far, so reverting that part of the summary.
