Drop the compat data server hosted at doesitwork-dev.allizom.org

What problems would this solve?

This compat server contains MDN data that was scraped by the webcompat project in Summer 2014.  It served its purpose, but now we are scraping live data from MDN at browsercompat.herokuapp.com, and it is out of date.

People who are evaluating the compat data service

Links to doesitwork-dev.allizom.org would be removed from the docs.

What would users do? What would happen as a result?

They would use browsercompat.herokuapp.com to evaluate the compat data service.
