1168211 - Continued Annotations/classifications panel cleanup and improvements

While waiting for resolution of reload problems in the job details panel (bug 1167419), I started some more layout improvements to the Annotations tab, post bug 1165441. Specifically:

o Renaming "Datetime" to "Classified" (since it is implicitly a date and time)
o Renaming "Note" to "Comment" (since we refer to it elsewhere as that)
o Updating the Date format to our treeherder standard
o Reducing the computed font size to 0.9em like the Similar Jobs table
o A whack of layout tweaks to improve readability

I'm part way through, a few other things to do still on the bug container.
