From Bugzilla Helper:
User-Agent: Mozilla/4.0 (compatible; MSIE 5.01; Windows NT 5.0)
BuildID: 20011205

There is no way to change the height of a table from table properties.
You can change a cell's height, but not the tables.

Reproducible: Always
Steps to Reproduce:
1. open Table properties, there is "width" but no "height".

Actual Results: there is no "height" to change

Expected Results: testing doc should remove this test if it is truely no
longer needed

I found this on the OpenVMS platform I'm testing, as well as on the
linux box I have.
I assume this is a doc error, and not a problem with Mozilla.
The height attribute for table does not exist in the HTML specification. Sounds
like the test document should be fixed.
