we now have talos-powers and can extend that as needed.
in addition we can cleanup:
talos/startup_test/fennecmark/
talos/startup_test/cold/
talos/startup_test/startup_test.html

talos/page_load_test/dhtml
talos/page_load_test/svg
this work has already been done prior to moving talos into m-c.
