1. flash an old build : task id ksVk9noYRzKr7XyRsjW1EQ
2. OTA to a newer build : task id wCRTLD25QK2NwF-66WwSJg
3. go to settings -> display -> wallpaper

Expected: Rocket background after tapping wallpaper
Actual: no rocket background

Note: 
1. doing a GAIA_DISTRIBUTION_DIR=distros/spark make reset-gaia will show the rocket background
