STR:
1. Visit bzlite.com on Fennec.
2. Go to any bug list, scroll.
3. Observe low FPS.

I think we're missing the async path here for some reason.

Hey Brad, could you find someone to take a look please?  The report says Fennec.

I haven't gone past the login screen on this (nor will I, since I don't want to enter bugzilla credentials into $RANDOM_URL) but note that Fennec doesn't have async subframe scrolling yet so if the bug list scrolling is in an iframe or scrollable div then this is expected. Bug 776030 will fix it.
Please retest after 776030 lands
