[1.Description]:
[Nexus5 2.2&3.0][Flame2.2&3.0]While we enable privacy control, we need to set a screen passcode lock, in the passcode lock page, the Create and Change button exist simultaneously, and both are usable.

[2.Testing Steps]: 
1.Launch Settings.
2.Tap Privacy Control.
3.Go through the guided tour.
4.Tap Remote protection.
5.Set a passcode.
6.It will prompt you to set a sceen passcode.
7.Go to the passcode lock page.

[3.Expected Result]: 
7.Just Create button should be displayed.

[4.Actual Result]: 
7.We can see the Change and Create button exist at one page.
