Description:
If the user begins to swipe up an app in the task manager, they can then pull the app card all the way down to the bottom of the screen. 

Note: If the user doesn't move the app up first, it will not slide down.

Repro Steps:
1) Update a Aries to 20150701145139
2) Launch the settings app
3) Long press the home button
4) Long press the app card, begin to swipe up, then swipe down to the bottom of the screen.

Actual:
The user can swipe the card all the way down to the bottom of the screen.

Expected:
The user cannot swipe the app down past the middle of the screen

This issue DOES occur on the latest Flame 2.5 build.
The user can swipe the card all the way down to the bottom of the screen.
