User Agent: Mozilla/5.0 (Windows NT 6.3; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/43.0.2357.130 Safari/537.36 Steps to reproduce: Content-Type text/html; charset="utf-8" , base64 encoding with iso-8859-1 characters received message body. Fallback charset encoding is set to iso-8859-1 western encoding. Actual results: strange characters appear at the message body. Expected results: Should detect the message body charset correctly like Zimbra or Outlook 2013.
