Add allow "allowXULXBL" to <file>
It works on Aurora41.0a2.

Steps
Open remote XUL ( e.g. file:///D:/something/remote.xul )

Actual Results:
Not loading.

Expected Results:
Should be load correctly as of Aurora41.0a1
