Details

Notification bars on narrow windows can force web content out of view. Popup windows aren't always for ads; many websites use them for second windows (timers, remote controls). I don't think we should show notification bars on any window that is a popup, or at least opened at only 600px wide.
We don't show notification bars for Sync anymore. \o/
