This will require updating the taskcluster/gaia-raptor docker container (on docker hub) to move away from using the previous gaia/tools/raptor tool, and switch to the new npm raptor package.

Create a new revision of the docker container, and once ready to go live, also create a gaia pr to modify the taskcluster raptor graph code to use the new container rev.

Update raptor tasks to use taskcluster/raptor-gaia:0.0.2, which is already live on docker hub. Initially contacts and dialer failed on the test run, but I fixed this in an update to the container and re-triggered the tests.
